What if owner of ipad is deceased and is icloud locked is it useless?

I have a Ipad air 2 and I bought it from this fellow but he had gotten it because his cousin died and i bought it and I want to open it and no one has his icloud account info not even his email.I was wondering if i contacted apple if they could open the device if I explained the situation to them.

iPad Air, iOS 10, locked with Activation lock.

You do not have ownership through a documented and continuous chain of title. If you cannot contact the original owner or a survivor who can prove a claim of ownership from the deceased, then you have a device you cannot use. Apple will not help you out nor can anyone else.
