Without using iCloud or (preferably) a computer's iTunes, you can't.

Again, you cannot do this directly from one device to the other, you need the assistance of iCloud if all content has been downloaded from the store, or iTunes and perhaps some other software if you'd previously used iTunes to load up some media.

No you cannot link ipad togeather you have to use iCloud /itunes

Backup old iPad to iCloud then setup new over your WiFi use backup in setup

When it asks if you want to use backup say yes.

Both iPads must be running the same ios 9.35 or ios 10.1

If not update both ipads to 10.1 over your WiFi .
