Q: Your full resolution photos and videos will not fit on this Mac when I'm using an 8TB external hard drive?

I'm using a brand new external 8TB Mac OS Journaled external hard drive with my near 700GB Photos Library and with the near 7TB space I still have remaining on the external hard drive, I still get the iCloud error:

 

"Your full resolution photos and videos stored in the iCloud may not fit on this Mac".

 

I've noticed that even with the Photos Library on the external hard drive, my internal hard drive space counts down when iCloud Photos option is turned on.

 

What gives?

    Is the photos library on your external drive enabled as your System Photo Library?  Other wise iCloud Photo Library will sync with the original library on the internal drive, if that still is your system photo library.

     

    To make the library on the external drive your system photo library, double click it to pen in Photos, then open the Photos Preferences > General.   The setting "Use as System Photo Library should be grayed out".  The Library Location should show your external drive as the location.

     

    Is your external drive locally mounted?  You cannot enable a library as your iCloud Photo Library, if it is on a network volume.

    It's a physically connected USB 3.0 external drive that is not networked and the system library is on it, not on the internal drive of the Mac.

    To use the Photos Library on the external drive, the file system of the drive has to be MacOS Extended (Journaled). Is that the case?  You can see the file system in the "File > Get Info" panel for the drive.
