I have a web site I would really like to be able to read but translation programs can't figure it out. The site says it's been encoded using Shift JIS but I'm unsure what to do. I have a Macbook Pro running OS X Yosemite 10.10.5 that is 2 years old.
Any suggestions?

Nobody should ever have to change a browser setting to see a web site in the correct encoding. When that happens, it means the people who built the site made some pretty stupid mistakes. I'd recommend you tell the site owners they should get it fixed.
View > Text Encoding then set Japanese (Shift JIS)
And if your translate program can't handle Shift JIS, you need to translate Shift JIS to Unicode with iconv command.
