Welcome to Apple Support Communities! From what I'm seeing in your post, you are not seeing the "Keychain" option in Settings > iCloud on your iPad Pro, but you're seeing it on both your iPhone and your MacBook Pro. I have iCloud Keychain synched between my iPhone, MacBook, and iPad Pro as well and use it all the time. I would be happy to help you with this!
I looked, and was unable to find anything that could remove that setting from iOS. I looked in Settings > General > Restrictions and elsewhere in Settings as well. As far as I can tell, this is not expected behavior on your iPad Pro, and might be the result of some file corruption in iOS. The best thing to do would be to make a backup of your iPad Pro, restore from the backup, then check to see if the setting is there. If it still isn't, then restore the iPad Pro "as new" and check for it again. The following documents will help you with all those steps:
