"Send Message" in Contacts while using macOS Sierra doesn't work.

I click on "mobile" and the drop down with the "Call", "Show in Large Type" and "Send Message" options appear. I click "Send Message". Nothing. It's been happening, or not happening, since I downloaded macOS Sierra. Is anybody else having this issue?

MacBook Pro (Retina, 15-inch, Late 2013), macOS Sierra (10.12)

Make sure you have updated to the latest version of iOS.

It's not a Continuity issue. Go to Safari on macOS Sierra. Open a web page. Click Share, click Messages. Nothing happens for me.
