Debit card keeps being declined

I am trying to download Facebook and messenger after deleting it.

When I try getting it back a page pops up saying to enter in my debit card details again!?

I have had no problems with my card until this it keeps saying declined can someone help please

iPhone 6s Plus, iOS 10

Debit cards are not accepted for payment in all areas. You can check if it is in your country. See the information in this article:

Have you got a Cedit card you could add to your apple ID ?
