I'm going to buy apple watch for 399 usd from New York and bring it back to europe. Is tax included in 399 usd or will it cost me more than that. If so how much is it going to be and will I be able to get a tax refund at the airport?

In the US tax is not included in the list price. I live in Ohio and there are local sales taxes that vary by the city or county sometimes. Your best bet is to check with the store you are buying it from in NY.
Current tax rate in NYC is 8.875%. That would be calculated against the total purchase and added to it. Your total purchase should be approximately $434.41.
I believe you can file for the refund at the airport, but then you will have to claim it when you return to Europe and pay your VAT.
