Thanks for stopping by the Apple Support Communities. I understand that you are having a few issues with your iPhone 5c in regards to making and receiving calls, searching for service and unable to create a backup in iTunes. I depend on my iPhone to be in proper working order. I'll be happy to help you.
I know you have tried the force restart of your iPhone, but you should have seen the Apple Logo come up on the screen when you did it. You'll need to hold the Home and Sleep/Wake buttons for at least 10 seconds before the Apple Logo will appear. I'd like to have you try that again. Here are some reference articles that go over the issues you are describing.
Restart your iPhone, iPad, or iPod touch, scroll to the 'how to force restart' section.
If you can‘t connect to a cellular network or cellular data, this article goes over steps that you can take for the searching for signal issue.
If you can‘t make or receive calls on your iPhone, this one you'll want to review in regards to the inability to make and receive calls.
How to back up your iPhone, iPad, and iPod touch, a backup cannot only be created in iTunes, but also iCloud as well.

I have done the back up to iTunes and to the cloud as well previous to my phone acting erratically.
Siri is still speaking rather quickly and erratically.

Sep 25, 2016 4:56 PM in response to judobscureby sarah_s1,Thanks for the follow-up, judobscure. Please force close all open apps, then go to Settings > General > Siri and turn Siri off and then back on again. Once you have done that, please restart your iPhone and then test out Siri.

Sep 26, 2016 6:01 AM in response to sarah_s1by judobscure,Sorry, I didn't mention this but the phone won't let me log-in. It won't let me enter my four digit passcode. When I try to enter my passcode I keep getting Siri gibberish.

Thanks for that additional information. At this time, it will best to have you put the iPhone into Recovery Mode and restore the iPhone.
