I've already enabled two-factor authentication

I've already enabled two-factor authentication, and signed in all my devices using the same icloud account. However, when I checked "allow your apple watch to unlock your Mac", it still shoots me a message "finish setting up two-factor authentication on your iPhone". so what's going on?
