I created an Album and added titles to many of the photos. I then shared it (File>Sharing>iCloud Photo Sharing)—created a new shared album and invited someone. The album was shared and is listed under Shared (on the left), but the titles aren't there. Am I missing something?
Why wouldn't the Titles be shared? At least give an option.

Shared albums share the photos not the tags you have added to them.
I'm not talking about tags, I'm talking about titles. Tags are more likely to be used for personal use and organizing.
Am I the only one who want to use Titles/Captions? I filed a feedback with Apple.
The title is not part of the photo, it's a tag that is added by and managed by the database
A Title or Caption can be embedded in a JPEG.
Many programs embed IPTC information such as Title or Caption in JPEGs.
Apple's Aperture adds IPTC information to exported JPEGs. Any embedded IPTC is shown in Preview.
And back to the original question, I was doing this all in Photos, so whether they embed it or keep it in a database they could have put the Title in the Shared Album.
In any case Apple supports Title and Captions and IPTC, but hasn't bothered in Photos.
You are incorrect - Photos works with titles well - iCloud Shared Photos as documented do not
