Missing "Smooth text and line art" option

Preview.app in sierra is missing "Smooth text and line art" option and the images embedded in PDF files look jagged - just terrible. I have to say though that the fonts look much better than in Yosemite and El Capitan, almost as good as in Mavericks. But the image smoothing absence makes it terrible. Is anyone aware how to force image smoothing, perhaps with a "defaults write ... " command?

Thanks for any input on this issue.

So nobody is having trouble with images in PDF documents? Frankly, I couldn't care less about the Preview.app itself, but this bug affects pretty much any app using Apple's PDFkit: Skim, TeXshop, etc. Some of those apps do have a separate preferences to smooth line art, but it appears to me that they have no effect. It almost looks like Apple completely disabled this feature from PDFkit. This is just awful ...
