What is this search bar under/near notifications center?

Question

I have spotlight disabled under preferences->keyboard->shortcut.

Whenever I use CMD + SPACE the following search bar appears and I have no clue what it is or how to disable it

What is that and how do I remove it?

Looks like the spotlight search field with an inverted screen color.
