Q: new apple id

i am trying to help a friend set up a new apple account for his new iPad.....everything is fine until i try to download an ap and it says that this id has never been used in the ap store and i must confirm....so i agree to their menus...fill in credit card info and billing info click submit and it says visit the support website....what am i supposed to do?
