You have to go to the App Store and search for the App. Then download it again.
See Remove built-in Apple apps from the Home screen on your iOS device with iOS 10 - Apple Support

Sep 25, 2016 8:51 AM in response to C.Duncan_758by etresoft,When I search the top apps, the Apple TV Remote is listed. I can choose that and then go to More apps from Apple. From there, I can get to many Apple apps, including some like Stocks that I have deleted. Unfortunately, News was not in the list. I guess that support article I linked to was wrong. I will report that. Sorry.

Sep 25, 2016 1:25 PM in response to C.Duncan_758by etresoft,Hello again C.Duncan_758,
One of the other helpers here at Apple Support Communities, turingtest2, has come to our rescue. Go to this page (https://itunes.apple.com/us/developer/apple/id284417353?mt=12) to see all of the Apple apps. From there, you should be able to reinstall the ones you want.
Thanks, turingtest2!
PS: There might be some complications. I was only able to restore the News app after switching to my US Apple ID and using the US Store. Anyone whose Apple ID is not from the US probably shouldn't delete any Apple apps.

Sep 25, 2016 3:08 PM in response to C.Duncan_758by turingtest2,I think you'll need to search for Apple News in the App Store on your device. The removed apps don't show for download to iTunes but they do seem to show in some web views of the store.
Apple's News app is only available in the US, UK and Australia.
