Q: The scroll behavior isn't smooth after updating to macOS Sierra

After the update to macOS Sierra the scroll-behavior changed, does anyone have same experiences?

I still can scroll trough any webpage without problems. I mean scrolling with 2 fingers on the touch-pad or scroll with the magic mouse gesture.

BUT: When trying to scroll slowly through large lists of selections, the touch just responses on fast movements, not on slow changes.

Steps to reproduce:

Open an website like twitter and go the preferences. Go to the time-zone list, open it and scroll through it. Can you move the cursor line by line?

You also can move to http://www.doyouspain.com/mietwagen/ , select an country like spain an try to scroll SLOWLY through the list.

(I just found: the operating system list at the end of this page shows the same misbehavior)

I found this behaviors using "Parallels Desktop". I can't scroll through documents any more like before the update.

MacBook Pro, macOS Sierra (10.12)

Hello !
Please open accessibility , to increase the scrolling speed move the slider from slow towards fast ( left to right ) .
A screen shot for reference.

Also , follow exact settings as in screen shot as scrolling with inertia should be always checked , learned Physics .

Hi! I know how the scrolling should work. Everything is fine on regular webpages, document, etc.

What I mean is the scrolling in pop-over lists - see my screenshot. (taken from http://www.doyouspain.com/mietwagen/)

It's fine working with FAST movements - but not when trying to scroll line by line to select a row.

it's just the behavior in the sub-list.

I try to explain what i mean...

I open a webpage, and then there is a picking control with a long list of choices.

If I scroll trough a webpage, it's fast and smooth and real "Apple-like". But the picking-control is behaving in a different way. I can't scroll slow, and line by line, i can do fast scrolling and picking an item with the mouse, but i can't scroll with the highlighted value under my cursor. Easy selecting he next value.

I have opened the link clicked on drop down arrows , same as in your screen shot , to be very honest I am using trackpad and no mouse , I selected one of the item it is scrolling up - down , using only single finger on the track pad .
