Thanks for your question. If you continue to get an error message regarding your payment method, I would suggest removing the card completely from your iTunes Store account, and then adding it again. Be sure the address matches what is on your bank statement. If the issue persists after doing this, and you don't have another form of payment you can use, click on the link below to contact the iTunes Store Support team.
