apple news widget is not working

the apple news app widget is not showing any news , it only displays ( couldn't load stories )

i have tried a lot of things like :

1- changing the region to USA, Canada and Russia.

2- reading a lot of articles in the app and using all of it's futures in hopes that the stories will appear eventually after using it extensively.

3- erasing all data and restoring the iPhone backup from iCould

4- restarting the iPhone

i live in Russia so i can't delete and reinstall the app because it's not available in the Russian app store.

any suggestions on how to fix the widget ?
