Q: iCloud doesn't show devices

I have a Macbook Air OS 10.11.6 and iPhone 5 10.0.2.

I am trying to sync my iPhone contacts to my other iPad and iPhone through iCloud.

In iCloud I can see the iPhone from system preferences>iCloud>account details>Devices and from Find iPhone, but the devices are not showing in iCloud>Settings>Devices, and the contacts have not been transferred.

I have set the default account in Mail to iCloud, updated the software in all the devices, and restarted everything many times.

I have spent many hours at this and would appreciate any and all suggestions.

Have you tried signing out of your iCloud, on the particular affected device, then sign back in?

Yes I have with the same results. iPhones don't show in iCloud Settings Devices but show in Find iPhone and system preferences...devices. I must be missing something simple. I have 7.8 GB which should be enough.

Failing other suggestions, it might be worth it to reach out to Apple Support.
