Why won't sierra work on older mac book pros'?

I have MacBook Pro (13-inch, Mid 2009) 10.11.6 can't download it.

MacBook Pro, iOS 8.1.1

Apple has not said why and it is against the terms of use of this forum to speculate about Apple decisions
