iOS 10 iCloud "Show on Home Screen" missing?

I have iOS 10 and iCloud enabled on my devices. I went to select the "Show on Home Screen" option under iCloud Drive so I could see the icon on my home screen. For some reason the option is missing? A partial screen shot has been attached to this post for reference.

On my iPad I had previously opted to show it a while back. It is still visible, but the option to toggle it on and off from the home screen is missing. On my iPhone it wasn't showing before and when I went to the menu where it normally should be it was gone. iPad is an iPad Air 2 and the iPhone is an iPhone 6. All have iOS 10 and computers have the new macOS.

I have a similar problem but this solution does not work. My iPhone has hidden the iCloud drive icon inside an archives folder. I have gone for weeks without access because I did not know where it was. This is not very user friendly. How do I get the iCloud drive out of the archive folder on to the home screen?

I am so mac stupid. I will probably go back to PCs and androids when my computer or phone dies.

Thanks

David
