\\TCipaddress\sharename
Where you replace TCipaddress with the actual IP (which must be static of course eg default 10.0.1.1).
And sharename is the usually the directory name like Data .. for an Extreme this is the name of the partition on the USB drive.. for Time Capsule it can be the internal drive. But you don't need to add that in the first place.. just use the IP.
USB drive still should be formatted Mac OS extended Journaled.. Don't use FAT32 as it is poor.
You can also use a different method which is superior.
Possible to create a windows VHD file on the TC.. format it GUID/NTFS and mount it to the windows computer.. Windows believes it is NTFS formatted.
From Finder it looks like a single large file just like sparsebundle.

A standard folder in airport will be treated as FAT32 with all its inherent limitations.
