Q: family sharing "Ask to Buy" for paid apps but not free apps
I have set up family sharing for 2 parents and 2 children. "Ask to Buy" seems to require parent permission for all apps, both paid and free. Is it possible to configure so that "Ask to Buy" is only required for paid apps?
One child is over 13, does the setting on their phone to allow free apps without a password allow this and override the "Ask to Buy" setting for family sharing?

Nope.
This is part of the system as designed. Maybe it can be thought of as "ask to acquire"
The thought, I guess, is that parent's want to know what apps are being installed on their child's device, paid or not.
