Q: iTunes not syncing my playlists

Thank you for using Apple Support Communities. It seems like you want to sync your content from iTunes in Windows to an iPhone. It sounds like some music is syncing but not all music.
One thing we can do is to uncheck Sync Musci in iTunes and then recheck it to get it to resync the content to the iPhone again. This should move the content to the iPhone.
I would recommend you read this article, it explains how and where the sync checkbox is in iTunes and how to apply the changes.
