Q: How to enable an Apple ID

Hello

i have small issue , my friend apple id is blocked , and when he try to reset the  password with the email option, he cant get the  password recovery email ,because  the e-mail  is the same the  apple id ,Which he cant access the email.

What he can do to activate the email id and unlock his iPhone ?

He also don't remember the  security  answers  for the account .

please i need help
