iPad mini gps not working

OK I have been struggling with my iPad mini for a week now. I have tried the hard restart, turning location on and off, going from airplane mode, etc. the gps is not working at all for any of my location based apps. These include google maps, navionics, facebook, etc. Is my gps broke? Should I turn it into an Apple Store?
