Well, without the letter or any information from you, it would be impossible to say.

Can you put a screen print or some specifics of the letter? Can you provide the circumstances?

The go to Apple ID link is suspicious as the real email from Apple would be
https://appleid.apple.com
and nothing else.

If you click on the From: Apple, you should see
noreply@email.apple.com
. If there is anything else shown, then it is a phishing scam.
