Since iOS 10.2 upgrade I can not make nor receive telephone calls. Any ideas?

Since iOS upgrade 10.2, I can not make outbound calls. Inbound calls go directly to voicemail. I can text and surf the web. After chatting w Verizon, I have no holds on my account. I rebooted device numerous times. When I TRY to make call, the merge calls and Facetime buttons are grayed out. Any ideas?

iPhone 5s, iOS 10.0.2
