Not all my Albums and Photos are transferring from iCloud Photo Library onto new iPhone7

Recently I switched over to iCloud Photo library and everything worked perfectly - the photos and videos were in sync on my iPad Mini, iPhone6, and Macbook Pro. But when I upgraded my iPhone to the 7 and turned on the iCloud photo Library, not all my pictures and albums transferred from the cloud. I kept my phone on wifi for days and the status clammed it was "Updated" though this was not the case. Albums were missing photos and overall I was missing many albums.


I tired deleting my iCloud photo library completely and starting from scratch only to lose even more photos and albums from multiple devices.


I would appreciate anyone's suggestions!

i have been trying to toggle on and off, starting and restarting from all of my deviates (iPhone and iPad) that I have used up my allotted storage on iCloud bc each device is trying to upload it library to the cloud now. In a fit of stupidity, I started to delete photos from the cloud and realied hat would only delete them for good on all my devices, so now all my devices have iCloud photo stream turned off in fear.


I Went to sync my photos to my iPhone the old fashion way (through iPhoto) as I have enough space on my new iPhone 7, and now only half the library is syncing de more than enough room. No error message or anything....just half my photo library.
