What does "Prefer Wi-Fi while Roaming" mean

In iOS 10, under Settings/Phone/Wi-Fi Calling there is a new setting called "Prefer Wi-Fi while Roaming". I am not sure what this means and how it works. I have searched for an explanation, but can't find one. Can someone please clarify. Thanks
