Can TimeMachine backout an upgrade to Sierra without first swapping the backup media?

I'm not sure I understand your question, but if you want to restore a pre-Sierra backup to your hard drive, then yes, Time Machine can do that. Link is for El Capitan, but the procedure is the same. If you are asking if Time Machine can backup an upgrade to Sierra using an old backup, Time Machine can do that also.
