Q: Photos Optimization Issues

Hi,

I have been struggling with this problem for several weeks now. My sister in laws iPhone 6, 64 GB appears to have issues with optimizing photos from her iCloud Photo Library. I have tried everything I can think of. I even restored the phone which wiped all the photos completely off it, turned iCloud Photos back on, and it still downloaded 45 GB worth of photos to the phone, the whole library is 57 GB. It also says Photos is trying to upload thousands of photos, but those photos are already all up to date in iCloud.
