Why won't timer on face go down to zero

The watch face complication for the Timer app is designed to provide convenient access to a timer.
By default, it shows the time period for which the Timer app was last set.

This is a bug that Apple hasn't fixed. Prior versions of the watchOS went to zero. Timers don't go down to zero and then pop back to another number. Set the timer to 1 hour 1 minute and check the watch in one minute. How long will it take to figure out if you accidentally set timer to 1 hour and it's not ticking? You can't tell. Watch only shows hour and minute for an hour and above.
Still isn't fixed as of 3.1
