In-App purchase cannot be complete

I have a problem of purchase in-app items (Blazblue rr), I have added visa debit into my Apple ID in setting already. However, in the game itself, the dialogue asks me to confirm purchase, but it shows purchase cannot be complete and ask support from here. Does it have problem with my Apple ID, or maybe I switch devices with the same ID?
Currently I use iphone5 iOS version 7, but it seems to be error, and then I switch to use iPad iOS 9.
