Q: "Rest finger to unlock" is flakey

I've noticed that sometimes I have to press the home button to unlock the iPad, rather than just rest the finger on the Touch ID sensor. Since I have enabled Settings > General > Accessibility > Home Button > Rest Finger to Unlock, I should not have to press down on the button when unlocking, and it works most of the time. However, sometimes it will say "Unlocked" in the status bar, but will not proceed beyond the lock screen until I actually push the button. I have noticed this under both iOS 10.0.1 and 10.0.2.
