Using Numbers 4.0, when trying to print I am not getting the print setup window so I can adjust paper size, content scale or margins. The only window that comes up are the printing detail where I can open/save pdf or print. This seems to be happening on shared documents which I am the owner of the document.

Does it happen on documents that are not shared? If so, try saving a copy & printing that. I don't share documents so I have no way of checking this. I had no problem getting the print sidebar in the spreadsheet I tested in Numbers 4.
As far as I can tell it only happens with shared documents. Saving a copy of the file does work but is a horrendous work around. I submitted this to Apple this morning, lets hope for a fix.
The descriptions of the new iWork apps in the Mac App Store do say the real-time collaboration feature is in beta & so it is possible the rest of these new sharing features are "not-ready-for-primetime" either. Go to the Numbers menu > Provide Numbers Feedback & let Apple know what's not working as expected.
I discovered that you have to un-share the file, adjust the print settings, then re-share it.
Yes, un-sharing and or saving a copy of the file will let you adjust the print settings. I have provided feedback to Apple on this and hopefully when it comes out of Beta this will be fixed.
