Q: Automatic capitalisation won't turn off

Until recently, I had automatic initial capitalisation and double space = '.' turned off. Since the 'upgrade' to ios 10, even though they are shown as 'off' in settings they are in fact turned on. How can I turn them off?

Right. What tends to happen if that if the object storing the settings needs to be redefined, it's too difficult to port the old settings, so the new object is created with the defaults. Annoying, but that's life.
