Q: Photos on Mac (OS 10.11.6) stopped syncing to iCloud

Photos on MacBook Pro (OS 10.11.6) , retina 13", stopped syncing with iCloud. Tried check and uncheck the iCloud options, closing down Photos related programs through Activity Monitor, repairing Photos Library, sign out and sign back into iCloud. None worked. iPhone photos are not syncing to Mac now.

Had this issue with my older Mac Mini for a while. Now it's with the MacBook Pro also. Can not find a good solution from the Apple Support web so far.

Why can't Apple manage to build a robust iCloud sync mechanism???

MacBook Pro with Retina display, OS X El Capitan (10.11.6)

What does this mean exactly?  Are you seeing a progress bar in the Photos Preferences > iCloud, that is making no progress, or is the iCloud Preferences panel saying "Updated just now", but the new photos did not download?

    What is happening?

Thx for replying. I have seen neither of what you mentioned. Don't see a progress bar in Photos Preference > iCloud or any message in iCloud Preference panel. Do I need to do anything to activate those?

Checked all the photos & videos are on iCloud.com. Have left the Mac Photos program running for hours. It does not download photos/videos since 3 weeks. It was working 3 weeks ago, i.e. place holders will appear in Mac Photos first, then the photo/video. Now I had to manually download from iCloud then import into Photos. I have been storing my Photos Library on an external HDD which has not changed.
