Q: forgot username and password icloud

my friend forgot lock iphone password

than he restore his iphone

his lock iphone is open but he do not acsess to his iphone because he do not have username icloud and password for open activation icloud.

please help,,, he is crazy me!!!

in my country is not apple store

how we fix it problem?
