How long does it take for 2-step verification to activate once set up?

I completed setup of 2-step verification, was brought back to the "Manage Your Account" page on the appleid website, and saw that my trusted devices weren't listed. Then I tapped on the "edit" button for that section and was signed out. When I signed back in, it looked like 2-step verification was no longer set up, so I set it up a second time, receiving a different recovery code. Not really thinking, I tapped on "Edit" and was again logged out.

Signing back in, it looks like the 2-step verification has been cleared again. Do I try again or does it just take a while to 2-step verification to activate after setup?

I have no idea what Community to post this to so please forgive me if I've posted to the wrong place.
