My pictures won't go to the cloud?

After the last update my pictures and video don't automatically go to the cloud, they used to just show up there. I turned off all the services for the icloud on my apple i4 phone, restarted the phone and turned them back on. It has been a week they are still not in the cloud. I have no way to get them off my phone. I tried connecting it to my pc but I can't get in it. I am stuck for more ideas on how to get them off of here. I did check for more software updates there are non. Help. Thanks
