When a user has a DEP iPhone, DEP does not install on the device if the user does a restore from icloud or itunes. If a user sets up the device as new, the DEP sets itself up correctly. Is this proper behavior or are we missing something somewhere?

I've found that more often than not, the DEP device isn't recognized and doesn't install the config unless I first Set Up As New Device. So here has been my workflow:
- Make iTunes backup of old phone.
- Power on new phone and update via iTunes.
- Go through setup on new phone and choose Set Up As New Phone. When I do this, it properly retrieves configuration and prompts for User Affinity login info. At this point, I can then just hit the Back button and go to "Restore From iTunes Backup".
- After I restore from the iTunes backup everything works just as it should.
In summary, I've just had to do "Set Up As New Phone" once to get it to recognize it as a DEP device. After that, you can restore the phone or just hit Back in the setup to restore from a backup.
Did this issue ever get resolved? What did you end up doing? I've spent days trying to work around this issue, as we will need some sort of method of backup the users data to a different phone (break/fix, new phones etc), and even possibly to the same phone.
I am having a similar issue with DEP iPhones issued by my employer.
The Device cannot be set-up from a previous backup; does this mean that the only option is to start from 'day-one'?
Does it mean that not only do I have to start from the beginning when the DEP iPhone is new, I would also have to if it were ever lost or damaged?
i.e. There is no point in backing up a DEP iPhone because I can never use the back-up on a DEP iPhone; though presumably I could use the back up on a non DEP iPhone?
