Restore from iCloud to a newer version iPhone

I just got a replacement phone. It's an iPhone 5S. I backed up my old iPhone 5 to iCloud this morning.

Now I'm trying to restore my apps, settings, photos, etc to the new device, but iCloud says no backup is available.


Can't I restore my files, etc to a newer iPhone? That doesn't seem right.

If I backup from iTunes, can I then restore from iCloud?

Yes. Set the phone up as a new phone, that will allow to upgrade to iOS 10.x. Then you can go to Settings>General>Reset>Erase All Content and Settings, and that will allow you to restore the device to your latest iCloud backup.
