deny network-outbound /private/var/run/mDNSREsponder

How can one get rid of this error, occurring constantly?

Apparently it prevents me from installing a VPN.

OSX 10.11.6 on macBook pro 2014.

MacBook Pro (Retina, 15-inch, Mid 2014), OS X Yosemite (10.10.5)
