How do u cancel an app purchase that is stopping you from changing your reigon?

13 days ago i received an invoice email sa I purchased an app, I had ignored it and now it&#x27;s stoping me from downloading new apps and I also have a problem Changing my country and regio... How can I get rid of this ?
