My Apple ID has been locked. it cannot be reset via iforgot.apple.com site

Hello


My Apple ID has been locked for security reason. I tried to reset via iforgot.apple.com. It doesn't work as I get message: "The password for this Apple ID cannot be reset at this time..."


I contacted to Helpdesk but since 3 months there is no solution.. HOw is it possoble that an ID cannot be reset within so much time?!!!


How can I reach my own data? how can I sync between my devices? How can I upgrade applications?
