From the looks of your screenshot, it seems you're unable to enable Wi-Fi on your iPad mini. I'd like to assist!
Please check under Settings > Wi-Fi and verify that you have Wi-Fi enabled here. If you find that Wi-Fi is grayed out or dim here, take a look at this website for some additional troubleshooting to follow:If Wi-Fi is grayed out or dim on your iPhone, iPad, or iPod touch - Apple Support
