You may have to boot into Safe Mode in order to run the uninstaller provided by the developer of Bit9.
Try safe mode if your Mac doesn't finish starting up - Apple Support
If you can't boot into Safe Mode, then you should contact the developer of Bit9 and ask what their suggestion is to remove their software.
