Application launch bar and menu bar visible at all times

Hi,

Is it possible to have application launch bar and File menu bar visible at all times. Finding it very frustrating to wait 2-3 seconds when I want to open an app from the bar at the bottom of the screen and 1-2 seconds for the File menu bar at the top.

I have seen the posts about cmd/ctrl F but I would like just to set this option as standard.

Please help (remaining few hairs would like to stay intact!)

MacBook Pro (Retina, 15-inch, Mid 2015), OS X El Capitan (10.11.6)

If you are in Full Screen Mode then the Dock and the Menu Bar will always be hidden until you move the cursor over those areas. However if you are not in Full Screen Mode, then you must have selected to automatically hide these items. For the Menu Bar look in System Preferences>General and for the Dock look in System Preferences> Dock.

So, basically I have to resize rather than maximise each open app to see the dock and menu bar, there isn't a setting for it hidden away somewhere that I haven't found! Thanks :-)

Now to find out why my fans keep coming on noisily.
