Q: Keyboard quirk at bootup

When I boot up my MacBook Pro, the keyboard won't allow me to type in my password until I first) hit the hint button and second) hold down the keys until each alpha/numeric/symbol is typed.  If I hold it to long it repeats the key I am typing.

I have gone into keyboard settings and restored all settings to default but this has not solved the problem.  Once I type in the password the keyboard functions as it should in all apps.
